One initiative, IRS Free File, instructed the IRS to provide free and secure online tax return preparation and filing services to taxpayers. In accordance with this OMB directive, the IRS worked in partnership with the tax software industry to develop a solution. The result was the formation of the Free File Alliance, LLC.


With IRS Free File, taxpayers have easy access to IRS.gov/freefile, which offers a list of the participating free offerings on a single web page. Under our agreement, Free File Alliance companies offer both free preparation and free e-filing services. There is no cost for a federal tax return to qualifying taxpayers.

The 2015-16 and 2016-17 New York State Budgets contained technical and clarifying amendments to the corporate tax reform statute enacted in 2014. (Part T of Chapter 59 of the Laws of 2015 and Part P of Chapter 60 of the Laws of 2016). These technical and clarifying amendments are effective for tax years beginning on or after January 1, 2015.


Social Security benefits were first subject to income tax in 1984 and since then, the proportion of beneficiary families whose benefits are taxed has increased from less than one in ten to more than half. SSA's MINT microsimulation model, containing data on about 92 percent of Social Security beneficiaries, projects that 52 percent of beneficiary families will pay income tax on their Social Security benefits in 2015. The median tax payment among all beneficiary families will equal less than 1 percent of benefit income in 2015; but among only those families whose benefits are taxable, the median income tax payment will equal 11.1 percent of Social Security benefits. By 2030, MINT projects that 58 percent of beneficiary families will owe income tax on their Social Security benefits and that the median income tax payment will equal about 5 percent of their benefit income. Among families that owe income tax on their benefits, the model projects a median payment equal to 12 percent of benefit income in 2030. These estimates are based on the assumption that Congress will amend provisions of the Internal Revenue Code that currently require tax-bracket adjustments based on price indexing; such amendments would assure that the proportion of income paid as income tax would remain close to its current level. Otherwise, the percentage of Social Security benefits that will be owed as income tax will exceed the level that MINT has projected.


For fiscal year 2021, the CTA is proposing a $1.64 billion operating budget that highlights the need for new federal funding to support public transportation across the United States. Though there are no planned changes to service or fares in 2021, the CTA is dependent on continued support at the federal level to achieve this goal.
